There is no rule that states the track is closed to non TMSC participating racers and im sure the club / racers would be happy to see you there :-)

We will be having a BBQ Saturday night in the party tent.

Weather isn't looking too good!!! what happens if the meeting gets cancelled before hand or on the day down to excess water? Will it get run again? Also who makes the decision on if we run? Is it put to a drivers vote or does race Control decide?
